Gulf Rulebook is an independent publication about the compliance obligations GCC businesses face, and the software and service providers that help them meet those obligations.
Independent publication. Not affiliated with any government, tax authority or regulator. We are not the UAE Ministry of Finance, the Federal Tax Authority, ZATCA or any other authority, and nothing here is an official notice. Where a rule matters, we link to the authority's own page so you can read it at the source.
What we cover
- E-invoicing programmes in the UAE and Saudi Arabia, and their status elsewhere in the GCC.
- The software side of compliance: accounting, e-invoicing and ERP integrations, and what to check before choosing a provider.
- Deadlines, who they apply to, and what changed. Our e-Invoicing Readiness Tracker keeps these in one place with the official source for each.
How we work
Every page that states a regulatory fact names the jurisdiction, says which businesses the rule applies to, links to the primary source and shows the date we last checked it. If we cannot confirm a fact against the authority's own publication, we do not publish it. The details are in our editorial policy and regulatory sources policy. Mistakes are fixed and logged on the corrections page.
Who publishes it
Gulf Rulebook is published by the team behind SmartBizAIO, which builds business-automation and integration software. We say so openly because it matters: where SmartBizAIO offers a relevant service, we label it as our own and it never changes what a guide says. See how we handle this under advertising and sponsorship.
What we are not
We are not lawyers or tax advisers, and our guides are not legal or tax advice for your business. They explain what the authorities have published. For a decision about your own obligations, confirm with the authority or a licensed adviser.
